He was stripped of the title back in January, and prior to the Penn fight he was inactive for almost a year. I'm sure that production schedules have something to do with it but even still, he wasn't exactly the most beloved fighter in the UFC prior to that. I personally would rather have seen them choose more iconic fighters regardless of championship status with Chuck Liddell and Forrest Griffin along with the Silvas and then follow up those with BJ, GSP, Brock and Faber next year.
